Part 2: Relationship with BIS

Acas is a body corporate, first established under the Employment Protection Act 1975, which has the overall duty of promoting the improvement of employment relations. Its statutory underpinning, now incorporated into the Trade Union and Labour Relations (Consolidation) Act 1992, provides that the Service's functions "shall be performed on behalf of the Crown, but not so as to make it subject to directions of any kind from any Minister of the Crown as to the manner in which it is to exercise its functions". The respective roles of the Service and the Secretary of State for BIS are set out in the Acas Management Statement and its accompanying Financial Memorandum.
